GENERAL SUMMARY
Pangaea Global AIDS Foundation (Pangaea) is a non profit, consulting organization focused on expanding access to HIV/AIDS treatment and prevention and building healthcare infrastructure in resource constrained environments. The Vice President for Programs and Chief Operating Officer has primary responsibility for the planning, execution, oversight, and monitoring of all Pangaea programs, projects and technical assistance related activities. In this capacity, this position has overall accountability for project management and delivery and developing models for Pangaea project approach and structure. The VP for Programs and Chief Operating Officer takes a lead role (in collaboration with the senior management team) in drafting and overseeing proposal submissions, and with grant awards, contributes technical expertise to the completion of project deliverables in the field.
Operationally, the VP for Programs and Chief Operating Officer is responsible for leading strategic planning sessions; financial planning and revenue strategies; business development activities; contract negotiation; and overall operations, including annual budget preparation and monitoring. Fiscal responsibilities are conducted in close collaboration with the Pangaea Controller, Accounts Manager and decisions authorized by the Pangaea fiscal signing authority, the Chief Financial Officer.
ESSENTIAL JOB FUNCTIONS
- Ensure appropriate content, direction, and execution for all Pangaea programs and projects related activities including:
- Taking a lead role in collaboration with the senior management team in developing program strategy and direction;
- Establishing common standards and practices for projects and proposal submissions
- Assuring effective proposal submissions
- Assuring efficient project execution including performance indicators
- Managing project dedicated staffing – US and global field based
- Overseeing program performance.
- Provide content expertise for projects and program development on:
- Management capacity particularly in limited resource countries
- Prevention and treatment models and strategies
- Clinic-based operations, services, and staffing
- Health systems capacity building;
- Clinical training curriculum development; and
- Program evaluation.
- Provide subject matter expertise in developing and implementing Pangaea knowledge sharing strategy including,
- The conceptualization, planning, and implementation of :
- Activities and initiatives through which Pangaea can broadly share its experience and expertise; and
- Relevant international forums for Pangaea to participate in or to sponsor.
- Collaboration in the planning and drafting of publications that disseminate Pangaea learning and points of view.
- Participate in high-level program/policy discussions with outside organizations as appropriate.
- The conceptualization, planning, and implementation of :
- Support the Chief Medical Officer in project activities as needed.
- With CEO and CMO, evaluates project opportunities for consistency with mission, program feasibility, and financial/business perspectives; ensures that work on individual projects is linked to and advances overall organizational strategy.
- Develops and/or reviews operating plans and budgets for individual projects.
- Negotiates business arrangements (MOUs, contracts, agreements, etc.).
- Coordinates contract follow-up, reporting, and compliance.
- Develops financial plans and revenue strategies that are consistent with achieving ongoing financial stability for the organization.
- Prepares and monitors annual budgets; prepares and presents program and financial status information to the Pangaea board.
- Act as a member of PGAF senior management team by providing overall strategic, policy and program insight and guidance.
EDUCATION AND EXPERIENCE
- Advanced degree public health, international health or development, management or an applicable field
- A minimum of five years of professional work experience in a resource constrained setting including the full scope of project management.
- Ten years successful experience in senior program or policy role with a strong understanding of partner negotiation and the roles of the NGOs and governments in the field of health and HIV/AIDS
- Significant experience in drafting large proposals and grant negotiations with major donors.
- Successful experience in strategic program development and management of budgets, operations and business planning; experience in conducting business in highly politicized environments, often with unstable governments
- Extensive network of relationships and contacts in global HIV/AIDS field
- Professional experience in working in African countries and China an added advantage

- Ability to think strategically in the fields of HIV/AIDS, infectious diseases and public health.
- Proven ability to negotiate complex, high profile or politically-sensitive agreements.
- Ability to develop organizational and project level budgets – full proficiency with spreadsheets and monitoring of revenues and expenditures.
- Willingness to undertake extensive travel, both internationally and nationally.
- Well-organized, able to prioritize tasks meet deadlines, attention to detail.
- Excellent interpersonal and relationship building skills.
- Ability to work effectively as part of a team.
- Flexibility and ability to work on multiple projects simultaneously.
- Excellent written and oral communication and presentation skills, including the ability to articulate clearly the complexities of effective HIV/AIDS treatment and prevention and health systems strengthening.
- Ability to use considerable judgment and initiative in course of executing responsibilities.
- Ability to maintain confidentiality.
- Ability to work comfortably with diverse populations, with sensitivity to issues concerning HIV and all disabilities.
- Ability to perform routine bending/stooping while filing.
- Ability to perform routine twisting/reaching while working at computer/desk.
- Ability to perform routine walking/standing during course of day.
- Ability to hear and speak well enough to converse over telephone 100% of the time.
- Ability to see well enough to use computer efficiently and read computer reports and correspondence 100% of the time.
