Pangaea’s senior staff members have been leaders in the fight against HIV/AIDS in the United States and around the world for over 25 years. Pangaea has special expertise in the design and implementation of AIDS treatment and prevention programs. Pangaea also has a seasoned team of project managers, who have been responsible for the construction of AIDS clinics and the development of sustainable care and treatment programs in Africa, Asia and Eastern Europe.

In addition to inhouse expertise, Pangaea has access to a wide range of consultants in HIV/AIDS care and treatment who bring special knowledge in areas such as infectious diseases, HIV diagnosis and treatment, mother to child transmission of HIV, substance abuse, needle exchange, and HIV prevention issues.

Eric Goosby, M.D.
Chief Executive Officer and Chief Medical Officer

Eric Goosby, MD, has been CEO and Chief Medical Officer of Pangaea Global AIDS Foundation since 2001. He is also Professor of Clinical Medicine at the University of California, San Francisco. Dr. Goosby has played a key role in the development and/or implementation of HIV/AIDS national treatment scale-up plans in Rwanda, South Africa, China, and Ukraine. He has extensive international experience in the development of treatment guidelines for use of antiretroviral therapies, clinical mentoring and training of health professionals, and the design and implementation of local models of care for HIV/AIDS. Dr. Goosby focuses his expertise on the scale-up of sustainable HIV/AIDS treatment capacity, including the delivery of HIV antiretroviral drugs, within existing healthcare systems.

Dr. Goosby has over 25 years of experience with HIV/AIDS. His experience ranges from his early years treating patients at San Francisco General Hospital when AIDS first emerged to engagement at the highest level of policy leadership. During his tenure under the Clinton Administration as deputy director of the White House National AIDS Policy Office and director of the Office of HIV/AIDS Policy of the Department of Health and Human Services, Dr. Goosby managed a $2.5 billion HIV/AIDS care and prevention budget. Mark Cloutier, MPP, MPH
President

Mark Cloutier serves as the President of the Pangaea Global AIDS Foundation and Executive Director of the San Francisco AIDS Foundation. Mr. Cloutier, who joined the San Francisco AIDS Foundation in 2005, was formerly the Executive Director of Continuum and the principal of Health Commons Group and has over twenty years of experience in the HIV/AIDS and health care arenas.

Mr. Cloutier led Continuum for over three years. Continuum is a community-based, health service organization situated in the Tenderloin in San Francisco that serves people with HIV/AIDS who also face challenges of mental illness, substance addiction and homelessness. Previously, he served as a Legislative Assistant for Senator Barbara Boxer when she was in the House of Representatives, where he focused on HIV/AIDS issues, civil rights, foreign policy and constituents’ immigration issues. Prior to that, Mr. Cloutier served as the Policy Director for a business/consumer coalition seeking fair pharmaceutical drug prices and related intellectual property and trade issues that shape pharmaceutical pricing. Mr. Cloutier is also a bioethicist and has worked with health care organizations, state health governments, the U.S. Congress and national health ministries for over twelve years. Full bio >

Chief Operating Officer/Senior Project Manager

Michael Calhoun is Chief Operating Officer of the Pangaea Global AIDS Foundation. He has over 16 years experience in the healthcare industry including roles as a consultant, senior hospital executive, and senior federal government policy. Full bio >

Dennis Israelski, MD
Medical Director

Dennis Israelski, MD, is Medical Director of Pangaea Global AIDS Foundation. Dr. Israelski is a recognized physician leader in the field of infectious diseases. He has over 20 years experience as a leading clinician administrator, educator and researcher and has devoted his career to local and global public health. He has focused on community-based healthcare of indigent patients, quality service delivery to vulnerable populations, and innovative systems for the control and prevention of communicable diseases with a special interest in HIV/AIDS. He is Clinical Professor of Medicine in Infectious Diseases and Geographic Medicine at Stanford University School of Medicine. FULL BIO >

Julia Martin, MHSc
Vice President for Programs/Senior Clinical Expert

Julia Martin is Vice President for Programs at Pangaea Global AIDS Foundation. With over 15 years experience in HIV/AIDS and public health she brings leadership in the areas of program and research development across multiple populations. Working in the fields of both disease prevention and treatment she has extensive experience in developing national policy, supporting operational research and the design of healthcare delivery systems in mid-level and developing economies. Recently, her work has focused on injection drug using populations in Ukraine and roll-out of ART programs Uganda. She previously coordinated the clinical, prevention, and training programs of the Infectious Diseases Institute, Makerere University, Kampala, Uganda where she lived for several years, and established clinical and administrative systems for one of the first free ART delivery programs in Africa. Ms. Martin was previously the coordinator of HIV Prevention Strategies, Applied Research and Knowledge Development for Health Canada where she oversaw the management of national and international HIV prevention programs and policy development. Prior to her position at Health Canada, Ms Martin practiced clinical intensive care nursing for eight years in a tertiary care hospital in Canada, and additionally, functioned as a clinical manager in a primary care, rural hospital in Zambia. She earned a BscN from the University of Western Ontario and a MHSc from the University of Toronto.

Richard Needle, PhD, MPH
Vice President for Special Populations and Senior Project Manager

Richard Needle is Vice President for Special Populations and Senior Project Manager at Pangaea Global AIDS Foundation. Dr. Needle is responsible for assisting Pangaea’s partners in the planning and implementation of HIV prevention and treatment initiatives that target high-risk populations, including IDUs, MSM, women and commercial sex workers.

Dr. Needle was previously Team Leader for HIV Prevention Among Injection Drug Using Populations for the Global AIDS Program of the Centers for Disease Control and Prevention (2001-2007). As Team Leader his responsibilities included developing strategic plans and administering ongoing technical assistance programs for countries with epidemics of HIV in vulnerable populations. Theogene Rudasingwa, MD, MA, PhD (Hon)
Vice President, Global Affairs and Global Projects Specialist

Theogene Rudasingwa is Vice President, Global Affairs and Global Projects Specialist for Pangaea Global AIDS Foundation. In this role, Dr. Rudasingwa is responsible for establishing and developing Pangaea’s global partnerships with organizations engaged in large scale HIV/AIDS treatment delivery. He also serves as a key member of Pangaea project teams, working with in-country partners to maximize the effectiveness of HIV/AIDS treatment programs and provides leadership to Pangaea’s fundraising and development efforts, while managing the organization’s external relations. Deborah von Zinkernagel, RN, MS, SM
Vice President for Policy/Senior Clinical Expert

Deborah von Zinkernagel, RN, MS, SM is Vice President for Policy and Senior Clinical Expert with the Pangaea Global AIDS Foundation. Her work has focused on program development for expansion of HIV/AIDS treatment capabilities and systems of care in Rwanda and South Africa, and supporting local models of care bridging rural and urban populations in China. Prior to joining Pangaea, Ms. von Zinkernagel was the deputy director of the Office of HIV/AIDS Policy at the U.S. Department of Health and Human Services from 1997-2001. Full bio >

Megan Dunbar, DrPH, MPH
Prevention Consultant

Megan Dunbar, Prevention Consultant at Pangaea Global AIDS Foundation, is an emerging leader in global HIV prevention efforts among women and youth. Her particular expertise is in designing and evaluating interventions that address the social and economic factors which increase HIV vulnerability, such as gender-based violence and inequities in educational and economic opportunities for girls and women. Formerly with the University of California, San Francisco, now a Public Health Scientist with the Women’s Global Health Imperative, a program of RTI International, Dr. Dunbar has spent nearly a decade leading initiatives in Tanzania and Zimbabwe, where she lived for several years. Michael Iskowitz
Senior Policy and Program Consultant

Michael Iskowitz is an attorney, clinical psychologist and policy/strategy/public relations specialist who has been engaged in the fight against AIDS for more than 20 years. Prior to joining Pangaea as a Senior Policy and Program Consultant, Mr. Iskowitz was the Director of UNAIDS/USA. He is the co-founder of the International AIDS Trust (IAT), a US non-profit organization created to mobilize the will, funding and action needed to effectively fight AIDS worldwide. He served for four years as Senior Policy Advisor to the White House Office of National AIDS Policy during the Clinton Administration, where he helped to enhance the US government's response to the global epidemic. In addition, Mr. Iskowitz served for a decade as Chief Counsel on Poverty, Disability and Family Policy to Senator Edward M. Kennedy, Chairman of the US Senate Committee on Labor and Human Resources. In this capacity, he was the lead Senate staff person on AIDS and authored most of the US government's AIDS legislation.

Nancy Padian, Ph.D.
Senior Prevention Consultant

Nancy Padian is Senior Director for Prevention at Pangaea Global AIDS Foundation. Dr. Padian is an internationally-recognized leader in the epidemiology and prevention of STDs including HIV. Her work bridges the gap between traditional infectious disease epidemiology and the broader context of women's reproductive health. Dr. Padian leads Pangaea initiatives designed to more closely link HIV prevention and treatment activities, as well as developing special programs focused on women's health. She is also the Executive Director of the Women's Global Health Imperative (WGHI), a distinguished fellow at RTI International and a faculty member at the University of California (Berkeley and San Francisco).
